This is a fan-subtitled version of the Transformers OVA Scramble City: Mobilization (1986), which wouldn't see releases in the west until the late 2000's. This fansubbed version contains several characteristics of similar fan subtitling of foreign media at the time, such as several instances of misplaced curse words ("bastard" is used frequently), misspellings (for example, "Autobots" is misspelled as "Autobot's" a few times), and several grammatically incorrect sentences throughout. It's unknown what year this fansubbed version was released or who made it, but it can be assumed that it was done in the early to late 1990's, when similar fansubbing (notably Anime Labs' series of Dragon Ball Z tapes) began to take off.
This fansubbed version is well-known for being featured in Metrodome's UK DVD release of The Transformers: The Movie (1986) and Madman Entertainment's DVD release of The Transformers: The Movie (1986), both of which as a bonus feature. Since neither company worked with Toei to secure the distribution rights to the OVA, this unofficial fansubbed version was used instead. Toei is infamous among western distributors for being unwilling to license Scramble City, alongside the Transformers Zone OVA, for distribution outside of Japan. However, Sony would eventually gain the rights to the OVA but were forced to replace the original audio track with a non-optional commentary, as Toei refused to give them the audio for it.
The OVA has since been properly translated by a group of fan subtitlers known as 狩人ファンサブKaryuudo Fansubs, which has also translated the Zone OVA and several other Japanese Transformers shows that didn't see any translations and releases in the west.
